Dumfries & Galloway Shoreline Management Plan (SMP)

Dumfries & Galloway Council are the Responsible Authority for the development and implementation of the Dumfries & Galloway Shoreline Management Plan (SMP).

This Shoreline Management Plan was originally produced in 2005 and is now being updated to further develop the understanding of flooding, coastal erosion, wave overtopping and the current coastal protection along the Solway coastline.

RPS Consulting Engineers have been appointed by the Council to develop the new Dumfries & Galloway Shoreline Management Plan. This plan will establish a robust, evidence-based and long-term sustainable approach for managing the risk of coastal flooding and erosion along each part of the Dumfries and Galloway coast and is expected to take two years to complete. It will help to develop an understanding of coastal issues and identify where further work may be required to mitigate against flooding by highlighting constraints and opportunities for sustainable use of the coastal zone.

Strategic Environmental Assessment (SEA)

The Dumfries & Galloway Shoreline Management Plan has been identified as requiring a Strategic Environmental Assessment (SEA), as there is the potential for significant environmental effects from implementing the Plan. An SEA Screening exercise was undertaken in September 2019 with the consultation authorities for SEA in Scotland, which identified the potential for direct, indirect and cumulative effects in the short, medium and long term on all SEA environmental topic areas from alteration of management of the Dumfries & Galloway shoreline.  In November 2019 Dumfries & Galloway Council made the determination that they would undertake SEA of the Shoreline Management Plan.  The SEA Determination Letter for the Shoreline Management Plan can be viewed in the Dumfries & Galloway office ( Dumfries & Galloway Council, Kirkbank House,English Street, Dumfries DG1 2HS and Ashwood House, Sun Street, Stranraer DG9 7JJ) and a digital copy be found here:

As part of the Strategic Environmental Assessment (SEA) process for the Shoreline Management Plan (SMP) an SEA Scoping Report has been developed. The purpose of this Scoping Report is to provide sufficient information on the Dumfries & Galloway SMP to enable the environmental consultees to form an opinion on the appropriateness of the scope, format, level of detail, methodology for assessment and the consultation period proposed for the SEA Environmental Report.

The SEA Scoping Report was sent to the environmental consultees in Scotland and England for comment in March 2020. Other stakeholders and the public are welcome to comment on the SEA Scoping Report, which can be accessed below.

Comments on the SEA Scoping Report, received by Friday 8 May 2020, will be taken into account in development of the SEA Environmental Report.

Timeline & Engagement Events

Work on the Dumfries & Galloway Shoreline Management Plan commenced in August 2019.

During September / October 2019 surveys were carried out along the coastline to identify existing coastal defences and assess their current condition.

There will be a series of engagement events across the region at four key stages throughout the study, and the project team will be looking to involve all those with an interest in the coastline, including recreational users, landowners and community groups. The first stage of engagement will be taking place over the next two months and is for the Baseline Information Review, and open events are being held between 3pm and 8pm at the following locations and dates:

  • Wednesday 5 February 2020 - Port Logan Village Hall
  • Thursday 6 February 2020 - Main Chamber, Daar Road, Kirkcudbright
  • Tuesday 11 February 2020 - Kirkbean Village Hall 
  • Wednesday 12 February 2020 - Victoria Hall, Annan

Future engagement events are planned as set out below.  All dates and venues will be published and invites will be sent out / publicised once these are finalised and closer to the staging of any event.

  • Draft SMP (January 2021)

All members of the public are welcome to attend the events to find out more about the Shoreline Management Plan and to provide feedback on baseline information that may be relevant to the Plan.

A first draft of a communications plan has been completed (this will be a working document and will be subject to change as the scheme progresses)
