SOUTH WEST OF SCOTLAND TRANSPORT PARTNERSHIP

HIGHLIGHT NOTE
Seventeen items of business were considered, including:
Item 3: DRAFT REVENUE BUDGET 2013/14
Members agreed the Revenue Expenditure Budget for 2013/14.
Item 4: CAPITAL EXPENDITURE PROGRAMME 2012/13
Members noted progress on the capital programme 2012/13. Elements of the
2012/13 Capital Expenditure Programme will not be completed, or allocations will
not be fully utilised by 31 March 2013 Members agreed re-profiling of £413,000
to the 2013/14 Capital Expenditure Programme.
Item 5: DRAFT CAPITAL EXPENDITURE PROGRAMME 2013/14
A capital allocation for of £800,000 to SWestrans was agreed by Dumfries &
Galloway Council’s Policy & Resources Committee on 9 October 2012.
Members agreed capital expenditure programme allocations in addition to the
projects re-profiled from the 2011-12 programme as follows:
Purchase of accessible buses £450,000
Green Bus Fund match funding £135,000
Mabie Forest Link match funding £55,000
Southern Upland Cycleway £60,000
Bus Infrastructure £100,000
Total £800,000
Item 6: TRANSPORT ISSUES FOR DALBEATTIE AREA
At its meeting on 13 July 2012 the Board agreed to continue meeting at locations
around the region to allow Members opportunity to consider local transport
issues in the locations where they arise. Members considered transport issues
affecting Dalbeattie and the surrounding area.
Item 7: VISIT SCOTLAND DRAFT NATIONAL TOURISM DEVELOPMENT
PLAN PUBLIC CONSULTATION
Visit Scotland is developing a National Tourism Development Plan to support the
Scottish Tourism Alliance to deliver its national tourism strategy, and has
published a draft Plan for consultation. The development strategy is presented
by reference to the ‘customer journey’, focussing on three themes:
· Travelling to and within Scotland;
· Where to stay; and
· What to do.
An officer response had been drafted and submitted to meet the consultation
deadline of 1 March 2013. Members agreed to homologate the officer response.
Item 8: CYCLING ACTION PLAN FOR SCOTLAND: PROGRESS REPORT
AND REFRESH CONSULTATION
The Cycling Action Plan for Scotland: Progress Report was published by Cycling
Scotland in September 2012. The Scottish Government is currently refreshing
the Cycling Action Plan for Scotland, and has written to stakeholders inviting
contributions to the refresh. A joint RTPs response to the consultation has been
submitted. A SWestrans officer response to the consultation was submitted to
meet the consultation deadline of 8 Match 2013. Members noted publication of
the Cycling Action Plan for Scotland: Progress Report, and agreed to homologate
the officer response to the Cycling Action Plan refresh consultation.
Item 9: COMMUNITY RAIL PARTNERSHIPS
Members were updated on developments with Community Rail Partnerships
following a conference hosted by the Scottish Government on 19 February 2013.
Keith Brown MSP, Minister for Transport and Veterans announced that the
Scottish Government will provide £50,000 per annum to industry body ACoRP
(the Association of Community Rail Partnerships) in 2013/14 and 2014/15 to fund
the appointment of two development officers to promote and advance the
initiative in Scotland, with a further £100,000 in 2014/15 to support development
and embedding of CRP proposals. He also announced that the new ScotRail
franchisee post-April 2015 will have an obligation to work with and promote
CRPs.
A meeting of the Ayr to Stranraer Line Stakeholder Group had been arranged for
14 March 2013. The Lead Officer gave a verbal update on this meeting, advising
that the Stakeholder Group had mandated an officer working group to act as a
‘pathfinder group’ to develop proposals that will be acceptable to all stakeholders.
