Transformational Economic Regeneration Projects

At the meeting of Dumfries and Galloway’s Full Council (26 September) Members will hear two reports on projects which will have wide reaching effects on the economic regeneration across our region.

The Borderlands Inclusive Growth Deal, a unique collaboration that brings together the five cross-border local authorities, received confirmation of investment of £350m from both the UK and Scottish Governments in March 2019, with Heads of Terms being agreed in July.

With Heads of Terms being reached, Full Council will be asked to agree that in developing the three-year budget for 2020/21 to 2022/23, consideration should be given to making an allocation of revenue budget and identifying future allocations of capital budget to support both the development and delivery of the Deal.

Included in the Borderlands Deal is an allocation of £15.5m designated for Business Infrastructure, this includes £7.5m allocated to Chapelcross. In addition, The UK Government has also allocated £7.8m to Chapelcross giving a total pot of £15.3m towards site redevelopment.

Members at Full Council will hear an additional report specifically on Chapelcross, which gives an update on the Chapelcross site activities over the past 12 months.

The development of the Chapelcross site has the potential to create a significant number of new, high value jobs, contributing to economic growth and addressing climate change.

The headline objectives of the Chapelcross programme are to:

  • Create a large-scale strategic mixed-use employment site for Borderlands with significant wider economic impact
  • Support the development of green energy production, storage and distribution solutions as a duplicatable contribution to the UKG’s 2050 net zero carbon target.
  • Maintain 100% beneficial use of the site over the full decommissioning period to 2095 (in line with Energy Act 2004 requirements) and beyond.
  • Make a significant contribution to the UK’s 2050 net zero carbon target.

Leader of Dumfries and Galloway Council, Elaine Murray said: “These overarching Borderlands projects and the ongoing Chapelcross development will provide a huge boost to the economy. The £15.3m from the Borderlands deal allocated to Chapelcross added to, amongst others, the anticipated £16m for the redevelopment of Stranraer Marina, means that the opportunities will stretch across the whole of our region.”

Depute, Rob Davidson said: “Alongside the capacity to deliver a substantial amount of employment development over several decades, Borderlands, and specifically the Chapelcross site, has potential to act as a new and important location for green energy production, storage and distribution, taking advantage of its existing national grid connections. This will provide opportunities for new development, investment and therefore jobs for our communities.”
