Council Procurement Provides Real Boost To Local Economy

Dumfries and Galloway Council’s Finance, Procurement and Transformation Committee will meet on Tuesday 10 September and will consider the Procurement Annual Report for Finance Year 2018/19.
The report provides a summary on the procurement activity of the Council during the last financial year and details the progress that has been made in line with the Procurement Strategy Action Plan.
A particular highlight of the report is the engagement undertaken by Dumfries and Galloway Council’s Procurement Team in helping local businesses to engage with public sector procurement. As a result of 12 supplier training and market engagement sessions with local businesses held across the region 30% of all procurement spend in 2018/19 was spent with local suppliers. In addition to an increase in local supplier spend, the Council’s procurement team have been able to secure community benefits such as work experience placements for school students.
The Report to Members also highlights that the Council achieved a score of 64% in the Procurement Commercial Improvement Programme for Financial Year 2018/19, an increase of 16% on the previous year.
The Council’s Procurement Team will build on the good work in increasing the use of Supported Business. A Supported Business is where an employer, business or organisation’s main objective is to support disabled persons and where at least 30% of employees are disabled or disadvantaged. During 2018/19, £15,753 was spent through procurement processes with supported businesses but the Council hopes to increase spend with Supported Business and the Third Sector to help build the local economy.
Chair of the Finance, Procurement and Transformation Committee, Councillor Adam Wilson said;
“Last financial year our Council’s procurement spend was over £200 million. The public rightly expect our Council to continuously monitor spending which is why we produce an Annual Procurement Report but by working with local businesses and employers we are able to help grow the local economy by supporting businesses located here. By continuing to work with local organisations on our tender processes our Council will be able to help local businesses located across Dumfries and Galloway and in turn support local jobs.
Vice Chair of the Committee, Councillor Henry McClelland said;
“The Procurement Team is continuing to improve our Council’s procurement processes and have used that information to drive forward the service. The team is vital to our Council continuing to spend our money in the most efficient ways, to receive the most effective services.”
