Enhancing Dumfries and Galloway Waste Services

New waste and recycling collections to be phased in from 2014.
A new waste and recycling collection service for householders will be coming to Dumfries and Galloway during 2014 and 2015. The new Waste (Scotland) Regulations 2012 require the Council to introduce a separate collection for recyclable materials and food waste.
The new service will be phased in across the region, starting in the Wigtownshire area next year and then introduced across other parts of Dumfries and Galloway over the course of 2014 and 2015.
In advance of the roll out, information will be provided to advise householders of the new service and households will be supplied with a set of new containers for different types of recyclable materials, which will be emptied every two weeks. These include:
• A black box for paper and cardboard;
• A black box for glass bottles and jars, metal tins and drink cans and plastic bottles; and
• An overflow black box which will provide additional capacity for the recycling materials being collected in the two black boxes.
Households will also receive:
• An indoor caddy; and
• An outdoor caddy.
These caddies will be used to recycle food waste, which will be emptied weekly. The current wheeled bin or council refuse sack collection service will continue for household rubbish that cannot be recycled and will be collected every two weeks when the changes come into effect. The
Ecodeco plant, which currently treats the majority of wheeled bin and refuse sack waste from households, will continue to have an important role to play in dealing with the mixed waste from wheeled bins and in helping to meet new targets to landfill less than 5% of household waste by 2025.
Residents across Dumfries and Galloway will receive further information about the changes and there will be a series of awareness activities rolled out in communities across the region before these changes are implemented.
Commenting on the introduction of the new service, Councillor Ian Carruthers, Chairman of Dumfries and Galloway Council’s Planning, Housing and Environment Committee, said: “The timetable for introducing new waste services comes on the back of Scottish and European legislation requirements which are aimed at reducing the amount of waste that we send to landfill. These changes are a step forward which will ultimately enhance the high quality environment that we all enjoy in Dumfries and Galloway.
“The introduction of the new recycling containers does mark a significant change in how we separate our household waste and there will undoubtedly be a period of adjustment for local residents to adapt to the new system. However, it’s encouraging to recognise that other local authorities across Scotland have similar recycling collection services in place which have been shown to be effective, well received and used by households.
“ A comprehensive communication campaign will be delivered across the region to outline the forthcoming changes in detail, ensuring residents will have all the required information about the new waste and recycling collections before the changes are implemented. We will be urging all households in Dumfries and Galloway to engage with the new service.”
