Update on Social Work's Way Forward action plan

Councillors on Social Work Committee reviewed and noted Social Work progress against the Way Forward plan.
Chair of Social Work Services Committee, Councillor Andy Ferguson said, “Allocating Social Work resources to the areas of most needs clear and accurate information, so a great deal of effort is being put into getting this right. There is a lot of work to do in other areas and we have made a very good start. Having a clear plan to follow makes life easier for both staff in making the changes and for councillors in monitoring them. We must also listen carefully to what staff and people who use our services are telling us – their experiences can help us to design more effective services.”
The plan is a programme of work to enable Social Work Services to manage the services it provides more effectively. Work on the Way Forward plan began in November 2012.
There are five main areas to the plan:
1. Financial Recovery
2. Leadership, Accountability & Capacity
3. Effective Involvement
4. Improving Business Systems
5. Intelligence for Planning and Resources Allocation
Progress on the financial recovery plan has been reported separately in another report and press release. The key to financial recovery for Social Work Services (SWS) is to have accurate data to be able to manage costs efficiently and effectively and to review policies and practice to make savings.
Leadership
A group chaired by Chief Executive will examine the best management structure for Social Work. In March 2013, Social Work Committee agreed the early retirement of the Director of Social Work who has also acted as Chief Social Work Officer. In the meantime, Sean McGleenan who is currently Senior Social Work Manager (Nithsdale) will take on the role of Chief Social Work Officer.
Effective Involvement
Social Work will be actively talking and listening to councillors, staff and people who use our services. A good example of this is the consultation on Criminal Justice redesign. Staff have also been involved in budget discussions and information sessions.
Improving Business Systems
SWS needs accurate information to manage its service within budget, establish trends in service users and forecast demand for its services. A team of staff is working to correct errors on our current system and change the ways it is used to improve the data and expects to be finished by August. The service is also reviewing its information needs and the way it operates its services.
Intelligence for Planning and Resource Allocation
The work done on improving business systems will allow the service to put the money where it is needed most. Similar planning is also being done jointly with NHS as we make progress with joining up health and social care.
