Consultation - Review of the Licensing Boards' Policy Statement

Dumfries and Galloway Divisional Licensing Boards are seeking views on their current Licensing Policy Statement.

Why we are consulting

A Statement of Licensing Policy sets out the terms by which each Divisional Licensing Board will consider applications for premises (alcohol) licences in their area and other alcohol related matters.

The Statement of Licensing Policy contains matters that each Divisional Board has regard to when considering alcohol licensing matters in their area. In this regard, the current Statement of Licensing Policy is divided into sections for each Divisional Licensing Board.

A new Statement of Licensing Policy must be agreed and published by November 2023.

Each Divisional Licensing Board must consult before agreeing the terms of the new Statement of Licensing Policy.

A consultation seeking views on the terms of the new Statement of Licensing Policy will be held from 1 April to 15 June 2023. Each Board is keen to receive a wide range of responses as possible. 

The consultation will take the form of an online questionnaire with emails/letters sent to stakeholders.

What we will do

A summary of responses received from this consultation will be reported to the Licensing Boards for Members to analyse before a further final meeting of the 4 Divisional Licensing Boards in October 2023 to approve and adopt the final terms of the Policy Statement, including over provision.

Please note that responses can go wider than the matters already contained within the current Statement of Licensing Policy.

  • 1 April to 15 June 2023: hold a public meeting for engagement if required (hybrid or remote)
  • July 2023: Evidence based session/s may take place if relevant
  • September 2023: Board meetings to take place analysing responses
  •  October 2023: Conjoined Board meeting takes place to approve and adopt final terms of the Policy Statement including Overprovision Assessment
