Consultation - Stranraer Marina Expansion Project
Dumfries and Galloway Council is undertaking a statutory public consultation on the proposed expansion of Stranraer Marina.
The proposed expansion - funded with the support of the Borderlands Inclusive Growth Deal, the Scottish Government, and Dumfries and Galloway Council - follows community engagement using a placemaking approach for Stranraer waterfront. The proposals are intended to reimagine and reconnect the waterfront to the heart of Stranraer and its people, enabling the area to become a multifunctional, high quality, vibrant and representative public space.
This consultation is a requirement of a major development under the 2006 Planning Act and there are three steps to the process:
- Notifying the Local Planning Authority and the Community Council of an intention to consult with the community.
- Consulting with the community to gather views on the proposed development.
- Summarising your comments and views and taking these into account when finalising the proposed development.
Once this consultation is completed, a planning application will be submitted for the proposed development and will include:
- Application form and signed certificates
- Appropriate drawings (e.g. Proposed Site Plan and Elevation Drawings)
- Planning Statement
- Pre-Application Consultation (PAC) report
- Environmental Impact Assessment Report (EIAR) and Non-Technical Summary (NTS)
- Design and Access Statement
- Crown Estate Interest Statement
- Energy Statement
What is the consultation process?
We welcome your comments and feedback on the proposed development.
You can provide your response by:
- Completing one of the public exhibition feedback forms at one of our consultation events and posting in the box provided.

- Emailing stranraer@fairhurst.co.uk leaving your name, hometown and comments.

Further Consultation Events
Socio-Economics - Stakeholder Consultation Event
- Anticipated January 2025
- Tailored engagement event with the local community to supplement the Environmental Team's desktop baseline data for assessment of socio-economic impacts. The event will be marketed through the network of stakeholders, social media channels, community email newsletters, Eventbrite and physical flyers.
Combined Planning and Marine Consultation Event
- Anticipated February 2025
- The proposed development requires pre-application consultation (PAC), in accordance with The Marine Licensing (Pre-application Consultation)(Scotland) Regulations 2013. The second event will be held for members of the public to make further comments on the proposed development before the proposal is finalised.
Comments made to the prospective applicant are not representations to the planning authority and if the prospective applicant submits an application there will be an opportunity to make representations on that application to the planning authority.
