Housing Options and Homeless Strategy 2024-2028

The Homeless Strategy 2023-2028 sets out the Council's and partners' priorities for preventing and tackling homelessness in Dumfries and Galloway.

The Strategy aims to Support our Citizens particularly the most vulnerable and in need.

The Scottish Government's Ending homelessness together: updated action plan published in October 2020 recognises the shared ambition of national and local government to end homelessness in Scotland and states "everyone should have a home that meets their needs" it further states "to end homelessness, we will:

  • Embed a person-centred approach
  • Prevent homelessness from happening in the first place
  • Join up planning and resources to tackle homelessness
  • Respond quickly and effectively whenever homelessness happens
  • Prioritise settled homes for all

These principles form the basis for the Housing Options and Homelessness Strategy 2023-2028.

The Strategy has five themes, each with a set of strategic outcomes. These set out what the Housing Option and Homeless Service plans to achieve in partnership with other agencies over the next five years. Underpinning the Strategy will be the Council's Rapid Rehousing Transition Plan 2023 - 2028 and its associated annual workplan. The five key themes are:

  • Homeless Prevention
  • Communication and Service Improvements
  • Temporary accommodation
  • Support
  • Client Outcomes
