Public Holiday Monday 19 September 2022: Service Arrangements
At a special meeting of Full Council on Tuesday 13 September, Elected Members agreed to grant an additional day's annual leave so that Dumfries and Galloway Council employees can observe the National Day of Mourning public holiday on Monday 19 September 2022, the date of HM Queen Elizabeth II's State Funeral.
Most Council services will be closed:
- Benefits Services
- Building Control
- Community Safety
- Council-managed community facilities (town and village halls)
- Council tax and non-domestic rates offices
- Cinemas and theatres
- Environmental Health
- Harbour Offices (Stranraer and Kirkcudbright)
- Household waste recycling centres
- Leisure and sport facilities and activities (including gymnastics and swimming lessons)
- Libraries/Customer Service Centres
- Museums and galleries
- Our Planning department
- Public toilets (unless open 24 hours)
- Registration of births and deaths
- Street-cleansing and grounds maintenance
- Trading Standards
- Waste Collection - household and commercial
- Youth Work service
In addition, all Dumfries and Galloway Council schools and nurseries will close on Monday 19 September. Private nurseries and childminders will make their own arrangements and communicate directly with families.
All bus services in Dumfries and Galloway will operate as a Sunday service timetable on Monday 19 September. Normal service timetables will resume on Tuesday 20 September.
Essential Council services will continue to operate. These include:

Leisure and sport facilities and activities
Q: What happens to advance screening cinema tickets I have purchased for Monday 19 September at the Robert Burns Centre Film Theatre?
A: All customers will be contacted and offered the option of a full refund or to transfer their booking to an alternative performance.
Q: When does my leisure facility re-open?
A: All facilities will reopen as per their normal timetable on Tuesday 20 September.
Q: What happens to my child's scheduled swimming/gymnastics/ice skating lesson on Monday 19 September?
A: An additional lesson will be added to the end of the current block. Leisure staff will be in contact to confirm these arrangements directly.
Q: I have a club/private let within my local leisure facility on Monday 19 September - what happens?
A: You will not be charged for any pre-booked hire, and leisure staff will make contact with you to confirm this.
Q: What will happen to my domestic recycling bin if it is due to be emptied on Monday 19 September?
A: Due to the public holiday on Monday 19 September no household waste will be uplifted on this date. Instead, we will empty your bin on either Saturday 24 September or Sunday 25 September.
Please present your bin to your collection point by 6.30am on Saturday 24 September. To be clear, whichever bin you are due to get emptied on the 19th, should be presented on the 24th for emptying instead. Do not put your bins out on Monday 19 September.
Food waste will not be collected on Monday 19 September and will be collected as normal on Monday 26 September.
Q: What about any extra waste I may have, can I leave it by the side of my bin when I put it out before Saturday 24 September 06.30am?
A: We would like to thank our customers for the support and understanding they have shown as we make a one-off change to Monday's waste collection service to allow our refuse collectors to take part in the National Day of Mourning. Our waste teams won't be uplifting side waste on Saturday 24 or Sunday 25 September, in line with normal practice. We're sorry for any inconvenience this causes.
