About the review

On 30 June 2020, Full Council agreed that "a review should be carried out by the Finance, Procurement and Transformation Committee on our internal financial procedures and procurement standing orders to ensure we have much stronger assurances; that these are complied with and effective to reflect today's operating environment."

Full Council agreed the approach and scope of the review as:

Outcome:

To ensure Elected Members have much stronger assurances that internal financial procedures and procurement standing orders are complied with and effective to reflect today's operating environment.

Objectives:

The Finance, Procurement and Transformation Committee will make recommendations to Full Council by December 2020, on improvements to Council internal financial procedures or procurement standing orders, and how assurances on compliance with these are provided by:

  • Examining the Council's internal financial procedures and procurement standing orders
  • Comparing these with other local authorities, public sector organisations and with identified good practice, to ensure Best Value
  • Investigating good practice on assurance frameworks for internal financial controls, including procurement and contract management, with a view to strengthening arrangements within the Council
  • Understanding staff awareness and knowledge of financial procedures and procurement regulations
  • Receiving evidence from staff, trades unions, contractors, and any other contributors
  • Receiving advice from internal and external professional experts, including Scotland Excel [the centre of procurement expertise for the local government sector in Scotland] and CIPFA [Chartered Institute of Public Finance and Accountancy]

The Finance, Procurement and Transformation Committee is interested in hearing your views, as they relate to the objectives of the review, about how current practice is working and your ideas for better or different practices that will help the Council to shape its future procedures. The closing date for submissions is Friday 9 October 2020.
